6. the morality and judgment of anyone who claims these vaccines are "safe" upon watching (or refusing to watch) this testimony.

Tomorrow morning at 8 AM, the emergency powers bill (SB195: Emergency Response Amendments)--the bill that we've all been waiting for--will be heard in the Senate Government Operations and Political Subdivisions Committee.
We appreciate that the legislature is reasserting its lawful legislative powers in the case of an emergency, and checking the powers of the executive branch and unelected agencies.
We have the following recommendations:
Add a metric for what constitutes an "emergency." The definition must include both disease fatality and overall fatality, averaged over 5 years, as the benchmark.
Remove all references to "order of constraint," including "stay at home orders." "Orders of Constraint" is a new category. There is already an "Order of Restriction" in the code (26-6b-3).
Remove the terms "exigent circumstances" and "long-term emergency." Either there is an emergency, or there is not. Use of these terms creates confusion. "Long-term emergency" is an oxymoron.
Remove the "unique risk" clauses. While we appreciate the intent behind the religious freedom sections, "unique risk" is left undefined and negates any possible benefits.
Please contact each of the senators on this committee now and thank them for reasserting the proper role of the legislature, and ask them to address these concerns prior to considering this bill.

I have some questions:
Who will be on the committee that decides whether the "emergency" is legitimate? Will the Salt Lake Chamber or the UDOH have a seat at that table? Will actual small business owners and families have seats?
When the Indoctrination Module for vaccine exemptions was created, I was promised that our group would be represented in the committee and be able to give input and review. Not only did that not happen, but I was lied to by Rich Lakin (UDOH), multiple times--by email. He told me repeatedly that they had not started working on the module. And then, magically, after a year of my asking to give input, it was done, with no input and no review. They claimed they had vaccine choice parents on the committee, but if they did, it's clear that those parents were ignored. When I then submitted 12 pages of input, it was also ignored. So...I have reason to wonder how this emergency powers committee will operate.
Why is a $10,000 fine even a possibility? This should be removed or drastically reduced. I think $1000 is excessive.
